The Director of Indian Institute of Technology, Delhi, Rangan Banerjee, on Saturday said that the institute, which had begun with a focus on science and engineering research only, is now involved in innovations in the health care and social sciences sectors as well. Mr. Banerjee was speaking at the annual Open House of the institute, where 250 innovative research projects were on display to engage young audiences, who could have a look at the facilities on offer at the institute.

Around 4,000 students from 58 schools and colleges across the Delhi-NCR region, along with their teachers and members of the general public, visited the campus to see how the institute was contributing to nation building, the university said.

On display were projects by students of the institute that showcased innovation in areas such as AI in health care, quantum technology, and semiconductor advancements.

The projects included an AI-based innovation for detecting gallbladder cancer from ultrasound images, which aimed to save lives through an early, non-invasive diagnosis; a smart walking stick enhancing mobility for the elderly, and a Portable Microscopic Air Quality Monitoring and Bioaerosol Imaging System for real-time environmental monitoring.

“We are collaborating with AIIMS to start a centre of excellence for AI in health care. Our goal is to shape the future generations that will transform the country and the world. We want to make an impact through our research,” Mr. Banerjee said.

The chief guest at the event, Randeep Guleria, former Director of AIIMS New Delhi, inaugurated the Open House. “In the future, engineering, computation, mathematics, humanities and medicine will merge into one big area. If you start thinking outside your silos, you will have better ideas to serve humanity,” Mr. Guleria said.

Man stabs mother in Delhi’s Badarpur for not ‘allowing him’ to migrate to Canada

A 50-year-old woman was stabbed to death by her son in south-east Delhi’s Badarpur after she stopped him from shifting to Canada for work, the police said on Saturday.

The accused, identified as 31-year-old Krishna Kant, has been arrested and a case of murder has been registered against him, they added.

The incident took place on Wednesday evening when only the accused and the victim were at home, said the police, adding that after killing his mother, Kant called his father, Surjeet Singh, and asked him to come home.

“Upon reaching the first floor of the house, Surjeet Singh found his wife lying in a pool of blood, with multiple stab injuries on her body. By this time, the accused had fled the crime scene,” Deputy Commissioner of Police (South East) Ravi Kumar Singh said.

Mr. Singh rushed his wife to a hospital, where she was declared dead on arrival, the DCP added.

“The deceased has two sons. While the younger son works in a bank, the accused is unemployed and a drug addict,” the officer said, adding that the accused was arrested after a search operation.

“During interrogation, Kant revealed that he wanted to migrate to Canada but his family wanted him to marry first. On the day of the murder, the argument between his mother and him flared up again and he ended up stabbing her with a knife he bought a few days ago,” he added.

Delhi HC imposes ₹10,000 fine on advocate for casting aspersions on judge

The Delhi High Court has imposed a ₹10,000 fine on an advocate for casting aspersions on a judge who had previously dismissed his plea in an Indian Space Research Organisation (ISRO) recruitment case.

A Bench of Justice C. Hari Shankar and Justice Girish Kathpalia remarked, “No litigant, much less an advocate appearing as litigant in person, can be allowed to try to browbeat the court”.

The petitioner advocate, Ravi Kumar, had filed a petition containing “highly outrageous aspersions” on the judge, who had authored the judgment on his earlier plea.

In the petition, the advocate had alleged that since the judgment was authored on “the last day” of the judge’s tenure before his elevation as Chief Justice of another Court, not only was the judgment wrong but it also led to gross failure of justice for the “pure fault of the court”.

After the court “took strong objection to the tone and tenor of the petition”, on October 18, 2024 the advocate, expressing regrets, sought permission to withdraw the petition so that he could file another one with “temperate language”.

When the fresh petition was filed, in the course of arguments the advocate again repeated his conduct, alleging that the judgment under review is a cut-copy-paste of an order passed by the Central Administrative Tribunal and that there is a concerted effort at covering up a “scam in government service”.

The advocate was again warned not to make such “objectionable remarks and confine himself to the merits of the matter”. When during his lengthy oral arguments, the advocate opted not to point out the error apparent on the face of record, “but continued repeating the so-called errors in the judgment and extraneous submissions alleging scams in government service,” the court concluded the proceedings by reserving the judgment.

Despite the judges of the Bench reserving the judgment, the advocate insisted that the judges could not reserve judgment and were bound to pronounce the operative portion before him.

Mr. Kumar had applied for a post of Administrative Officer at ISRO. He was one of the five candidates shortlisted for interview after the written test, where he secured the highest marks. However, he lost out to another candidate who secured more marks in the written test and interview combined.

He then challenged the decision before the CAT, which got dismissed. Later, he moved the High Court, where he made the aspersions against the judge who dismissed his plea.

Chief Minister M.K. Stalin on Saturday went on a road show in Virudhunagar for about 3 km, before attending a party event.

On the way, Mr. Stalin, along with Ministers and officials, stopped at the Annai Sathya Government Children’s Home at Soolakarai and distributed sweets and fruits to the children.

He interacted with the children and asked them about their education, food, and stay. The children thanked the Chief Minister for his time. He later continued his road show from the new bus stand to M.G.R statue, after which he held a party meeting at a private hall. Earlier in the day, Mr. Stalin visited a private fireworks unit at Kanniseripudur. He enquired with the workers about the safety and precautionary measures followed at the unit.

K. Thirumurugan, a worker, said the Chief Minister enquired about his work and safety. “He also asked me about my family…,” he added.

Poomadevi, a worker, said she had requested Mr. Stalin for land and loan to build a house. “He asked me to submit a petition to the Collector,” she said.

An employee said that standing beside the Chief Minister and seeing him listen to their grievances was a once-in-a-lifetime opportunity. She complained to him that she was not receiving the government’s monthly aid of ₹1,000 to women heads of families. Ministers C.V. Ganesan, Thangam Thennarasu, and K.K.S.S.R. Ramachandran; and Collector V.P. Jeyaseelan were present.

On his way back from the unit, a person with disability, K. Manikandan of Srivilliputhur, handed over a petition to the Chief Minister seeking a government job. Mr. Manikandan said he had lost his parents at a young age, and was raised by a woman. “To relieve her of the burden, I have attempted all government exams, and qualified in most of them. But, due to unknown reasons, I have still not been selected,” he said. Mr. Jeyaseelan asked Mr. Manikandan to visit him in his office.

The story so far: The government is still gauging the impact of a decision by the U.S. Treasury department to impose sanctions on 19 Indian entities among nearly 400 companies, mainly for supplying “dual-use” technologies to Russia. In addition, the Bureau of Industry and Security run by the U.S. Commerce Department added 40 companies including five from India for re-exporting goods and parts to Russia that were imported from the U.S.

Why are recent U.S. sanctions significant?

Since April 2021, when U.S. President Joe Biden passed an executive order (E.O. 14024) on “Blocking Property With Respect To Specified Harmful Foreign Activities of the Government of the Russian Federation”, the U.S. has sanctioned hundreds of companies from more than 20 countries worldwide for supplies and sales to Russia, including some from India. But on October 30, the U.S. Department of Treasury invoked the E.O. to sanction 19 Indian entities, including companies and individuals for providing “dual-use” technologies to Russia and other deals with Russian companies calling them “Third-Country Sanctions Evaders”. The companies, mostly based in Delhi, Uttar Pradesh, Bengaluru and Hyderabad, are reputable, well-established companies dealing in technological manufacturing, with some even holding government contracts. These companies will now be on a U.S. “blacklist”, have assets or funds in the U.S. frozen, and face travel bans.

How has the Indian government responded?

The Ministry of External Affairs (MEA) has been fairly muted on the action by the U.S., which is likely to cost Indian companies millions of dollars in contracts and legal appeals. When asked during a briefing, Ministry of External Affairs spokesperson Randhir Jaiswal said that the MEA had “seen reports of U.S. sanctions”, but declined to comment on whether this was discussed between U.S. National Security Adviser Jake Sullivan and NSA Ajit Doval, who spoke a day later. The MEA said the companies were “not in violation of Indian laws”, and pointed out that the government was trying to “clarify issues”. “India has a robust legal and regulatory framework on strategic trade and non-proliferation controls,” Mr. Jaiswal said, referring to India’s membership of key non-proliferation export control regimes such as the Wassenaar Arrangement, Australia Group and the Missile Technology Control Regime.

What else can India do?

India does not recognise unilateral sanctions by the U.S. or any other country, following only those sanctions imposed by the UN. However, as India-U.S. high-tech trade increases, the U.S.’s strictures will have an increasing impact on both Indian companies and the government’s moves. According to the MEA, Indian agencies are already “sensitising” Indian companies on the new measures being implemented by the U.S. that could impact them. The government could also increase measures to sanction-proof those Indian companies doing business with Russia, by building more structural banking mechanisms, and facilitating payments in national currencies, as have been explored for refineries procuring Russian oil, diamond processing units and other sectors where the U.S. and EU sanctions have been the most stringent. Eventually, rejecting any U.S. decision will come at the cost of bilateral ties, and the government will have to evaluate the cost-benefit calculus on whether to accept U.S.’s moves, or to react more strongly to sanctions.

Will the Trump victory make a difference?

While a new U.S. administration after Donald Trump’s electoral win is expected to pursue a softer line on Russia, it is unlikely that these sanctions will be removed anytime soon, say analysts. During his campaign, Mr. Trump has consistently side-stepped any criticism of Russia’s war in Ukraine, saying that once he comes to power, he would “end the war within 24 hours”. This has been seen as an indication that the Trump administration would not impose further sanctions on Russia. However, the U.S. Congress has frequently taken very tough positions on Russia, and in 2017, virtually forced Mr. Trump’s hand during his first tenure into signing the CAATSA law (Countering America’s Adversaries Through Sanctions Act) that threatened sanctions against countries for procuring major Russian military hardware, including the S-400 missile defence systems that India has signed a deal for. While Mr. Trump has led the Republican party to a majority in the Senate, it is unlikely that he will reverse any of the sanctions already imposed on Russia.

Two-day ‘Krishna to Kaveri’ festival celebrating Karnataka’s cultural heritage to conclude on Sunday

Azim Premji University and the Bangalore International Centre (BIC) on Saturday launched a two-day festival, ‘Krishna to Kaveri’, to showcase the artistic and intellectual heritage of Karnataka. Held at the BIC in Domlur, the festival has a series of events till 9 p.m. on Sunday, November 10.

The festival, which blends tradition with contemporary forms, was inaugurated by renowned theatre and film director T.S. Nagabharana and author and Director of Kannada and Culture Department Dharanidevi Malagatti. The opening included a celebratory procession highlighting Karnataka’s diverse folk art traditions.

‘Krishna to Kaveri’ is designed to introduce Karnataka’s cultural landscape to newcomers and reconnect long-time residents with their State’s rich history. Key highlights of the event include interactive demonstrations of traditional crafts, such as Chittara mural art, Kasuti embroidery, and Kawandi quilt-making, led by master artisans.

The musical programme on the first day included a lecture-demonstration by renowned Hindustani vocalist Nagaraj Rao Havaldar, on the evolution of Hindustani music in Karnataka, and Chitra Srikrishna’s exploration of Carnatic traditions. A lecture, ‘The story of how Karnatakawas born’, was delivered by Rajendra Chenni and Vikhar Ahmed Sayeed. The festival also featured performances like Yakshagana and Gombe Mane leather puppetry.

On Sunday, the event will include a food festival and art exhibition open to the public. The festival will close with a fusion concert, ‘Kayaka’, by M.D. Pallavi and Bruce Lee Mani, blending traditional poetry with modern musical expression.

This year is “virtually certain” to eclipse 2023 as the world’s warmest since records began, the European Union’s Copernicus Climate Change Service (C3S) said on Thursday (November 7, 2024). The data was released ahead of next week’s U.N. COP29 climate summit in Azerbaijan, where countries will try to agree a huge increase in funding to tackle climate change. Donald Trump’s victory in the U.S. presidential election has dampened expectations for the talks.

C3S said that from January to October, the average global temperature had been so high that 2024 was sure to be the world’s hottest year — unless the temperature anomaly in the rest of the year plunged to near-zero.

“The fundamental, underpinning cause of this year’s record is climate change,” C3S Director Carlo Buontempo told Reuters.

“The climate is warming, generally. It’s warming in all continents, in all ocean basins. So we are bound to see those records being broken,” he said.

The scientists said 2024 will also be the first year in which the planet is more than 1.5C hotter than in the 1850-1900 pre-industrial period, when humans began burning fossil fuels on an industrial scale.

Carbon dioxide emissions from burning coal, oil and gas are the main cause of global warming.

Sonia Seneviratne, a climate scientist at public research university ETH Zurich, said she was not surprised by the milestone, and urged governments at COP29 to agree stronger action to wean their economies off CO2-emitting fossil fuels.

“The limits that were set in the Paris agreement are starting to crumble given the too-slow pace of climate action across the world,” Ms. Seneviratne said.

Countries agreed in the 2015 Paris Agreement to try to prevent global warming surpassing 1.5C (2.7 degrees Fahrenheit), to avoid its worst consequences.

The world has not breached that target – which refers to an average global temperature of 1.5C over decades – but C3S now expects the world to exceed the Paris goal around 2030.

“It’s basically around the corner now,” Mr. Buontempo said.

Every fraction of temperature increase fuels extreme weather. In October, catastrophic flash floods killed hundreds of people in Spain, record wildfires tore through Peru, and flooding in Bangladesh destroyed more than 1 million tons of rice, sending food prices skyrocketing. In the U.S., Hurricane Milton was also worsened by human-caused climate change.

C3S’ records go back to 1940, which are cross-checked with global temperature records going back to 1850.
