The 87th Akhila Bharata Kannada Sahitya Sammelana held in Mandya from December 20 to 22 passed a few major resolutions, including full implementation of the Kannada Language Comprehensive Development Act, 2022, which was enacted by the government to promote Kannada and provide better opportunities for Kannadigas in the State, in education and employment.
The executive committee of the Kannada Sahitya Parishat (KSP), adopted these resolutions ahead of the valedictory of the three-day Sammelana, on December 22, 2024.
The resolution also sought an amendment to the Kannada Language Comprehensive Development Act, 2022, to pave the way for appointment of the president of the KSP as the vice chairperson of the State-level committee responsible for enforcing the provisions of the Act. At present, the composition includes Chief Secretary as the Vice Chairperson while the president of the KSP is a member.
Better infrastructure for schools
In another resolution which has a bearing on the infrastructure of schools in rural areas, the Sammelana resolved that all government Kannada schools should be provided with adequate classrooms and buildings, library, playgrounds apart from other amenities necessary for educational institutions. It also called upon the State government to take measures to recruit and fill up all vacant teachers’ posts. The resolution said appointment of Kannada teachers should be made compulsory in non-Kannada medium schools.
Job reservation for Kannadigas
The resolution reiterated the demand for implementation of Sarojini Mahishi committee report which recommended job reservation for Kannadigas in all State government establishments and public sector units (PSUs) apart from prescribing a quota for Kannadigas in central government offices and PSUs operating in the State.
The Sammelana said the State government should initiate measures to make Kannada the commercial or transactional language and take steps to face the legal hurdles in court that was thwarting its implementation.
The Vishwa Kannada Sahitya Sammelana or World Kannada Convention which was to be held in Davanagere has been postponed repeatedly and a resolution was passed urging the government to conduct it at the earliest. The resolution also urged the government to announce or bestow the title of Rashtrakavi. So far only Manjeshwara Govinda Pai, Kuvempu and G.S. Shivaruddrappa have been bestowed with the honour.
